NITI Aayog and Dastur Energy mutually discuss a legal & regulatory framework for Carbon Capture Utilization and Storage (CCUS) in India

Framework to help India achieve its goal of net-zero emissions by 2070

National, 22nd August, 2024: Dastur Energy Pvt Limited, a leading provider of clean energy solutions, recently participated in the Workshop on Legal & Regulatory Frameworks foarbon Capture Utilization and Storage (CCUS). The event had Mr. Atanu Mukherjee, CEO and President Dastur Energy participating in the session on key Legal, Policy, and Regulatory Issues for CCUS. He shared his views on the legal regulatory frameworks for Carbon Capture Utilization and Storage (CCUS) in India which was organized by NITI Aayog. Joining Atanu as a part of this panel, were presenters from the U.S. Commercial Law Development Program (CLDP), members from International law firms and other senior Government officials.

Dr. V. K Saraswat moderated and chaired the session that highlighted recent national and sub-national legislative, regulatory, and policy updates within India. Dr. Saraswat commended Dastur Energy and Atanu in their stellar roles in working with Niti Aayog in preparing the CCUS Policy framework and its deployment mechanism for the country. The session deep dived into the issues with Atanu focusing on  policy design, risk and liability mitigation and transfer , market design for CCUS clusters, incentive and subsidy calibration through carbon markets, and long-term CCUS financing mechanisms through an innovative Carbon Capture Finance Corporation. The legal framework required to assign the responsibilities of the regulatory authorities, generators and operators for sequestration and storage of CO2 were deliberated upon based on the legal precedents relevant to CCUS across North America, Europe, and Asia.

The event also featured a panel discussion and addresses from key Government dignitaries such as Sh. B.V.R. Subrahmanyam CEO, NITI Aayog, Sh. Tarun Kapoor, Adviser to Hon’ble PM, Eric Garcetti, Ambassador, US Embassy, Sh. Suman Bery, VC, NITI Aayog, Shri Pankaj Agarwal, Secretary, Ministry of Power, Prof. Ajay Kumar Sood, Principle Scientific Adviser to the Government of India and others.
